Here is the whole brief, as short and as incomplete as a real one.

A payments-adjacent SaaS product runs entirely in one region. European customers complain about latency, and the largest prospect will not sign without a commitment that a regional failure does not take the product down. Take it multi-region. No downtime, and the infrastructure bill cannot more than double.
