Mobile-First Approach

When a page has one layout for phones and another for laptops, which of the two should the plain CSS describe, outside any media query? Either choice works, but they lead to different code. Writing the plain rules for the smallest screen and adding media queries for larger screens is called the mobile-first approach. Writing them for the desktop and adding queries for smaller screens is called desktop-first.
