Broadcasting and Handling WebSocket Events

Who should receive a message? In the project chat of the task app, the answer changes from event to event. A "build finished" notice goes to everyone, "Ana is online" goes to everyone except Ana, and a message in project 7 goes only to the members of project 7. Socket.IO has one way to address each of these audiences, and the wrong choice either sends a message to people who should not see it or fails to deliver it.
