“Design a mobile text assistant that can answer locally, stream output, manage model downloads, and optionally use a server.”

Local answering requires a compatible installed model and sufficient resources. Optional server use follows an explicit privacy policy and user choice. Training and serving infrastructure are outside scope, but answer quality and safety remain product requirements.
