How does a phone know where it is? It combines several sources: GPS satellites, nearby Wi-Fi networks and cell towers. GPS is the most accurate outdoors, while Wi-Fi and cell towers give a faster, rougher answer and still work indoors. Your app does not choose among them directly. It states how accurate the answer must be, and the operating system does the rest.
