With DriverLocationHT, if quad tree is updated 15 seconds from the DriverLocationHT, is this DriverLocationHT is getting updated every three seconds? don't we lose information between 3 - 15 seconds, not really worth it may be?

A customer will see driver new postition every 15 second, then why not update the quad tree every 15 second and kill the 3 second thing?

I think I get it, users are getting updates from quad tree once, then the DriverLocationHT is updating user via pub sub model.
